This elaborate manual is intended for police trainers and training institutions, national police officials (civilian and military), and civilian police components of United Nations peace-keeping operations. Part I addresses police and practice in police training; Part II describes fundamental concepts such as international standards for human rights in law enforcement (ethical and legal police conduct, policing in democracies, and police and non-discrimination). Part IV focuses on groups that require special protection of treatment. Parts III and V respectively deal with police duties and functions, and matters of command, management and control. The annexes include a model course outline, evaluation instruments, suggestions for further study and an overview of international human rights instruments.
