The fifth edition of this handbook outlines the general methodology of election observations under the umbrella of the Organization of Security and Cooperation in Europe (OSCE). The handbook includes a code of conduct for election observers, a model election day checklist, and the Document of the Copenhagen Meeting of the Conference on the Human Dimension of the CSCE (29 June 1990).
