The present paper is concerned with the establishment by the Council of methods to promote and evaluate EHR. We will attempt to review the legal foundations of EHR from the point of view of international law, to offer a summary assessment on the subject, and finally to suggest some perspectives to assist the Council in the exercise of its functions.
