The report is largely targeted at policymakers and strategic planning personnel in the various UN agencies. It reflects not only the implications of the pilot projects on the implementation of the guidelines set out in the Stamford Common Understanding in the region. It will hopefully also shed light on the LLP process itself, particularly the implications of the UN Inter-Agency efforts in this small project that spanned over four years. The report aims to serve as a further contribution to the exploration of the practical implementation of the HRBA. It is, however, distinguished by its focus on understanding, implementing, and moving forward the Stamford Common Understanding on the Human Rights-Based Approach to Development Cooperation to ensure that human rights continue to be central to the work that is undertaken by UN agencies, and that the means to do so are appropriately explored and, most importantly, are shared.
