This paper addresses the role that education can play in the reform and development of (criminal) juvenile justice systems. It gives law and education officers of the national Open Society foundations a framework for making decisions about educational approaches and programmes for incarcerated youth. The paper also provides examples of educational programmes and approaches in more developed juvenile justice systems, as well as in new juvenile justice systems.
