This training manual was written for lawyers and NGOs attending training seminars organized by the Mental Disability Advocacy Center (MDAC) and partner NGOs during 2002. The materials are intended to provide insight into the European Convention on Human Rights and mental disability in Central and Eastern Europe. The goal of this manual is to provide an initial look into the human and civil rights of people with mental health and/or developmental disabilities in this region. Subsequently definitions of mental health problems and developmental disabilities are given here along with relevant articles of the European Convention on Human Rights and case law of the European Court of Human Rights and the Council of Europe Committee for the Prevention of Torture.
