This module aims to define the process known as “refugee status determination”, whereby the authorities declare an individual to be a refugee. This module serves to establish a common understanding of refugee status determination among all UNHCR staff and partner organisations. It also serves to familiarize UNHCR partners with the basic principles of refugee status determination in terms of both substantive eligibility criteria and procedural aspects. Finally, the module concludes with a realization of the goals of the Agenda for Protection, a programme of action to improve the protection of refugees and asylum seekers around the world as part of the Global Consultations on International Protection process.
