This document, intended for officials and staff members of the European Union (EU), provides tools and resources to protect the human rights of lesbian, gay, bisexual and transgender (LGBT) people. It seeks to enhance the EU’s capacity to proactively address cases of human rights violations against LGBT people and the structural causes behind these violations. Its suggestions may be used in contacts with third countries and with international and civil society organisations.
