This handbook serves as a basic reference work for OSCE staff who are confronted with allegations related to torture and ill-treatment or who need access to the relevant international safeguards, standards and mechanisms. It consists of three parts: 1. The role of the OSCE in combating torture and ill-treatment; 2. Preventing torture and ill-treatment: the legal framework and safeguards; 3. Monitoring, investigating, reporting and other approaches to combating torture and ill-treatment. Also includes a useful list of organisations and other resources.
