This covenant, together with the Universal Declaration of Human Rights and the International Covenant on on Economic, Social and Cultural Rights, make up the International Bill of Human Rights. It further elaborates the civil and political rights and freedoms listed in the Universal Declaration of Human Rights. Under Article 1 of it, the states commit themselves to promote the right to self-determination and to respect that right. It also recognises the rights of peoples to freely own, trade and dispose of their natural wealth and resources.
