This handbook is part of ODIHR’s broader work to support the implementation of OSCE commitments in the area of freedom of assembly. ODIHR monitors public assemblies in OSCE participating States and publishes reports with findings and recommendations, including in relation to the policing of assemblies. The ODIHR Guidelines on Freedom of Peaceful Assembly, published jointly with the Council of Europe’s European Commission for Democracy through Law (Venice Commission), serve as the main benchmark and reference point for assessing compliance with international human rights standards.
