This guide is intended for judges, prosecutors, police officers, lawyers, non-governmental organizations, law students, and the media who work professionally and who want to learn about international human rights standards. The basic documents are contained in this volume, as are guidelines for filing a human rights petition with an international organization. Documents excerpted for this volume include basic text by the United Nations, Organization for Security and Cooperation in Europe (OSCE, formerly CSCE), and Council of Europe. Included are major sections of the most important texts, but students or attorneys should consult the full documents, printed in the UN, OSCE, and CSCE and Council of Europe publications cited in the bibliography. Included are documents most frequently discussed in meetings with judges, prosecutors, and Ministry of Justice officials in many newly independent countries. The guide also includes summaries of the remaining documents’ contents that introduce the subject matter.
