This guide assists national actors, especially government officials and civil society organisations, in determining and instituting a National Preventive Mechanism (NPM) to prevent torture within their country as called for under the Optional Protocol to the UN Convention Against Torture. It provides detailed advice and concrete recommendations for setting up an independent and effective NPM.
