This manual aims to promote human rights-based approaches to policing. It has been designed by the Human Rights Unit of the Commonwealth Secretariat, for use by police and law enforcement trainers in Commonwealth countries in designing, developing, conducting and evaluating police training programmes at all levels. The following themes are addressed: international human rights standards and policing; human rights and police ethics; arrest; detention; use of force and firearms; investigation of crime; search and seizure; maintenance of public order; vulnerable groups: children, women, displaced persons, and victims of crime; community policing; countering terrorism while respecting human rights; police command and management; human rights violations; teaching methodologies. It includes an annex with international instruments that are relevant for human rights and policing.
