Launch of toolbox to implement the UN Bangkok Rules on the human rights of women in prison

A Toolbox to implement the UN Bangkok Rules on the human rights of women in prison will be launched at UN Headquarters on Wednesday, 16 October 2013. The Toolbox, which has been developed to support states in the implementation of gender-sensitive penal systems, consists of:

• a Guidance Document and Index of Implementation – published jointly by Penal Reform International (PRI) and the Thailand Institute of Justice (TIJ).
• An e-course “Women in detention: Putting the UN Bangkok Rules into Practice”, developed by PRI with HREA. The training tool is self-directed and entirely self-paced, and combines readings, case studies, multimedia, self- assessments and a final assessment.

The launch will be accompanied by a panel discussion on the need for gender-sensitive criminal justice systems. Her Royal Highness Princess Bajrakitiyabha Mahidol of Thailand will present a keynote speech. Panelists include representatives of the Subcommittee on the Prevention of Torture and other Cruel, Inhuman or Degrading Treatment or Punishment (SPT), Penal Reform International, the Thailand Institute for Justice, the UN Office on Drugs and Crime (UNODC) and HREA’s Director Frank Elbers. The panel will be chaired by H.E. Mr. Norachit Sinhaseni, Ambassador and Permanent Representative of Thailand to the UN, New York.
