This course is designed to equip municipal leaders, local human rights commissions, civil society organizations, and community advocates with the knowledge and practical tools to implement international human rights law and a human rights-based approach at the local level. Building on the principles of universality, equality, non-discrimination, participation, and accountability, the course bridges the gap between theory and practice by focusing on actionable srategies for integrating human rights principles into local governance. Participants will explore how municipalities – including those recognized as “human rights cities” – have addressed various human rights issues, such as refugees and migrants, police reform, health inequities, and housing discrimination, to foster dignity and well-being for all residents. By the end of the course, participants will have an understanding of different modalities for implementing and monitoring human rights initiatives at the local level, and will develop a practical strategy for human rights advocacy and implementation in their own communities.
