conference "Human Rights Education in Europe: Taking Stock and Planning
for the Future", which HREA will organise on 3 and 4 December 2004 in the
Netherlands. The conference will take place in a very "cozy" ("gezellig"
as the Dutch say) conference centre 40 km outside of Amsterdam.
Please note that the deadline for applications is 17 November 2004.
Colleagues interested in submitting a paper and/or idea for a panel (along
the lines of the topics/themes outlined in the call for
papers/registration below) need to do so by 1 November 2004.

HUMAN RIGHTS EDUCATION IN EUROPE: TAKING STOCK AND PLANNING FOR THE FUTURE
3-4 December 2004

CALL FOR PAPERS/REGISTRATIONS
In December 2004 the United Nations Decade for Human Rights Education will
conclude and a new World Programme for Human Rights Education will begin;
2005 will be the European Year of Democratic Citizenship through
Education. DARE -- the Democracy and Human Rights Education in Europe
Network -- is convening a conference for human rights educators and other
stakeholders in Europe to reflect on the achievements and challenges of
the last decade and to develop ideas for the ensuing World Programme and
European Year of Democratic Citizenship through Education. This two-day
conference will take place in Soesterberg (near Amsterdam), the
Netherlands on 3-4 December 2004 and will be organised by DARE member
Human Rights Education Associates (HREA).
This conference will include presentations and discussions on topics
central to the future of human rights education in Europe. We are inviting
proposals for individual papers and panels on the following themes:
* Lessons learned: Achievements and challenges to HRE in Europe over the
last decade
* Good practice: Successful approaches and learning models
* Needs: The highest priorities for HRE in Europe
* Opportunities: Input into potential national, regional and Europe-wide
human rights education policies
* Planning: Strategies and action for strengthening the conditions and
concepts of human rights education in European life
Panels will be organised around the following topics:
- HRE in elementary and secondary schools
- HRE in higher education
- Teacher training and training of trainers
- Training of professional groups
- HRE in community settings
- HRE and youth
- Public awareness raising about human rights among general public
The organisers anticipate publishing the results of this conference in a
monograph and on the World Wide Web. Please register soon as the number of
places is limited to 80 participants. Registration deadline: 17 November
2004.

Those wishing to make a presentation should submit an abstract and short
personal biography to <dare-conference@hrea.nl> by 1 November 2004.
Presenters will be notified by 8 November 2004.

participants at € 67.50 for a single and € 45,00 for a double room per

ABOUT THE DARE NETWORK
The Democracy and Human Rights Education in Europe (DARE) Network was was
officially launched in June 2003 in Antwerpen (Belgium). During a General
Assembly the 35 members of the network elected a Board and approved a
workplan for the period 2003-2004. In August 2003, the European Union
awarded DARE a grant to support its activities in the next three years.
DARE is a Europe-wide network of NGO's and other organisations devoted to
promoting a deeper understanding and commitment to human rights and
democracy within the enlarged European Union and beyond through education.
DARE seeks to raise the profile of education for democratic citizenship
and human rights and to achieve recognition for this as a core obligation
for the formal and informal education system throughout Europe.
The importance of human rights education (HRE) and education for
democratic citizenship (EDC) is universally recognised. An impressive
number of dynamic NGOs are carrying out invaluable work in these fields.
DARE was established to address two perceived shortcomings in the present
arrangements for NGOs around Europe specialising in these fields:
- the prevalence in both sectors of NGOs which tend to work without
adequate resources and in isolation - and are therefore inhibited in their
access to information, to potential European partners (and in consequence
to common project and development/training opportunities), and to effective
lobbying;
- the tendency to treat separately the distinct but nonetheless closely
interrelated fields of HRE and EDC.
As a Europe-wide network focusing on the twin fields of HRE and EDC, DARE
intends to create a new environment in which such organisations can
thrive, benefiting from common services and a pooling of experience and
expertise, which (as the network develops) will create a common purpose
and focus for HRE/EDC.
